The Fourth Industrial Revolution and Social Security

Abstract
The fourth industrial revolution would bring about new social problems, while it will introduce new opportunities to improve the quality of human life. In the era of the fourth industrial revolution, social security faces the tasks to deal with the new social problems on the basis of the new opportunities which it brings about. This study explores the relationship between the fourth industrial revolution and social security, focusing on the following two aspects. First, what are the effects of the fourth industrial revolution on the political economy of the welfare states? I reviewed and classified the previous studies into three cases, which are the weakening argument, the strengthening argument, and the neutral(or modernization) argument. Second, to which direction should the social security develop in the era of the fourth industrial revolution? First of all, the direction should be set in establishing the virtuous circle between the fourth industrial revolution and social security, which is the golden triangle in the fourth industrial revolution era. Next, I reviewed the policy direction of social seurity in the era of the fourth industrial revolution, I suggested that in the transitional stage is needed the restructure of social insurance and the extension of the universal programs and that in the mature stage is needed the unification of the basic income and the differentiated benefits according to individual needs.
